Top Leaders Whose Fate Hang On The Line With Ascension Of William Ruto

During the period preceding the campaign outgoing president, Uhuru Kenyatta was accused of using state machinery to frustrate his opponents while advancing his agenda and that of his preferred candidate Raila Odinga.

William Ruto is on record stating that the state organs are being used against him and his allies. State organs that should otherwise be independent and non-partisan.

While the president-elect is set to ascend to power on Tuesday the 13th some officials are finding themselves in rather uncomfortable and awkward situations as they are now answerable to a man they previously treated with contempt and disdain.

 

As part of the transition and assumption of office, the president-elect is supposed to receive intelligence briefings every morning from the heads of these quarters.

The National Security Council in Kenya includes the Chief of Defence Forces, the Attorney-General,  the Inspector-General of Police, the Director-General of the National Intelligence Service (NIS), and the Cabinet secretaries for Defence, Interior, and Foreign Affairs.

Fred Matiang’i -Cabinet Secretary for Interior arguably became the second most powerful answerable only to  Uhuru Kenyatta after being appointed chair of the  National Development Implementation and Communication Cabinet Committee.

The president-elect has also clashed severally with Cabinet Secretary for Defence Eugene Wamalwa, Inspector General of police Hillary Mutyambai and Director of Criminal Investigation George Kinoti.

While addressing a delegation of the International Republican Institute (IRI) and the National Democratic Institute, William Ruto termed the Inspector General as the most incompetent.

 

The deputy president according to the constitution should be a member of the National Security Council. Willliam Ruto claimed that he was locked out of the meeting when he fell out with Uhuru Kenyatta.

 

During the campaign period, William Ruto expressed his disappointment with the state organs. He accused the state organs of being malicious and ill-motivated in the guise of fighting corruption.

He stated that the ‘fight against corruption targeted the UDA allies unfairly.

 

In recent press briefings, the president-elect has asserted that his political opponents have nothing to worry about and that everyone will be treated fairly in his government.

“I want to tell them that they have nothing to fear, that there is no room for vengeance, there is no room for looking back, we are looking into the future” 

The president has the legal mandate to dismiss Cabinet Secretaries and Principal secretaries.

Only chairpersons of constitutionally established commissions enjoy tenure of office.
