Deputy President William Ruto has come out to condemn the current administration's strategy in dealing with corruption as he claims that it has been selective in bringing those involved in graft cases to book, especially those who are allies of the executive.

He further claimed that the culprits in these cases in fact were allies with individuals drawn from institutions tasked with fighting corruption which undermined the integrity of the said institutions.

He was speaking of the Kenya Medical Supplies Authority (KEMSA) scandal where Kshs 7.8 billion was lost in the hands of select individuals, stating that if it was up to the institution, those found culpable of fraud and embezzlement of public funds would be arrested and convicted.

“The COVID billionaires escaped because they were friends with the people who wanted to fight corruption. If the fight against corruption was left to institutions the covid billionaires would be behind bars right now,” he stated in a meeting with European Union(EU) at his Karen residence on Thursday, June 3.

DP Ruto did not delve into the mentioning of the names of allies of the state dogged by graft allegations, but it is suspected that he implied Jubilee Vice Chair David Murathe who is President Uhuru Kenyatta's point man, and was implicated in the mega graft scandal.

Murathe was a bank guarantor for a firm implicated in the Ksh 7.8 billion Kemsa scandal. which was awarded a Kshs4 billion tender to supply 450,000 personal protective equipment to Kemsa.

Former KEMSA chairman Kembi Gitura who is also a friend of the executive was transferred to chair the Communications Authority of Kenya (CA) board by President Uhuru Kenyatta when the scandal was unearthed and is now seeking the Murang'a senatorial seat under the Jubilee ticket.

DP Ruto assured the international community that once he clinched the presidency, he would make sure that his administration will be institutionalized and not personalized, as the empowerment of institutions such as those in the criminal justice system would ensure no favouritism in the fight against graft and would also champion autonomy in funding, unlike the Jubilee administration.

“The fight against corruption must be institutionalized and not personalized. It must be weaponized against your political opponents and the people you don’t like and protecting the corrupt who are your political allies and family,” stated Ruto.

“We are very clear as Kenya Kwanza that we need a financially independent Judiciary. As we talk there is a huge gap of judges to expedite cases that take 5 or 15 years,” Ruto pointed out.
